Project Summary and Scope
The Pulse BRT is a modern, high quality, high capacity rapid transit system that will serve a 7.6 mile route along Broad Street and Main Street, from Rocketts Landing in the City of Richmond to Willow Lawn in Henrico County.
The Pulse Bus Rapid Transit (BRT) project is a regional collaboration between Greater Richmond Transit Company (GRTC), the Department of Rail and Public Transportation (DRPT), the City of Richmond, and Henrico County. The Pulse BRT will improve transit service, increase livability, enhance economic opportunity, revitalize commercial properties, improve environmental sustainability and stimulate economic development in the city, county and the greater Richmond region. The goals of the Pulse BRT project are improved mobility among regional and local transit users and a more efficient transit system, both of which will enhance access to jobs, revitalize an economically distressed corridor, support existing transit-oriented land use, generate new transit-oriented development (TOD), and provide an attractive alternative to the automobile for east-west travel. The project is funded through a United States Department of Transportation (USDOT) TIGER Grant, the Virginia Department of Rail and Public Transportation (DRPT), City of Richmond, and Henrico County. The capital cost is $64.9M. The project has received a Categorical Exclusion (CE) from the Federal Transit Administration (FTA) that meets the requirement of the National Environmental Protection Act (NEPA) of 1969. On March 8, 2016, the City Council passed a resolution authorizing the CAO to enter into a project agreement with the project partners, including Henrico County, Department of Rail and Public Transportation (DRPT) and the Virginia Department of Transportation to construct the Pulse Bus Rapid Transit. The Virginia Department of Transportation is the project manager and they have completed their procurement of a Design-Build Contractor. The Design Build Contractor works in close collaboration with the City of Richmond and the other project partners in advancing the construction of the Pulse BRT. We have ongoing weekly coordination meetings to monitor the progress of the project.

Expenses (costs are reported quarterly)
City of Richmond has made one payment to GRTC for $3.8M in FY2016 and has issued a second and final payment for $3.7M in FY17 for a total contribution of $7.8M.
