Project Summary and Scope
DESCRIPTION & SCOPE: The City and RRHA will partner with private developers to redevelop the Creighton Court site. The first phased of the project will be completed at the former Armstrong High School site on N. 31st Street in Church Hill North. The resulting development will be comprised of over 250 mixed‐income residences consisting of market rate and affordable rental and for‐sale residences. FY16 and 17 CIP funds will be used to prepare the Armstrong High School site for redevelopment, which includes the demolition of the dilapidated school building, planning/design, additional site preparation and the installation of needed infrastructure such as water, sewer, stormwater management, sidewalks, curb and gutter, streets, alleyways and lighting.

Project Status Updates
Status – Building demolition is nearing completion and this phase of redevelopment will be closed once the demolition contractor installs of fill material( where the basement demolition occurred) and grades the site. Once complete the next phase of development will begin as the master developer initiates the installation of infrastructure improvements.

Project has approved land disturbance permit
Demolition Permits are being issued in individually for the five sections of the building. As Safeco completes the demolition of 1 of five sections the site is inspected by France Environmental to ensure that all abatement is completed as required. Once approved Safeco applies for and is approved to move to the next section.

Performance Measures and Benchmarks
Special projects currently manages the building demolition. Because of the tight schedule the team will meet on a biweekly basis, to discuss the project schedule, cost to date/budget and critical issues.
The project is required to meet a 10% development spending threshold which will be achieved as the property is transferred from the City of Richmond to RRHA.
December 18 is the target for completion of vertical construction.
